Yeah, it's similiar to the who "Throw your chi at someone" technique.
Except in this case, you strike some nerves in the arm to attempt to overload the victim's brain with electrical signals, causin' a black-out. (Them passin' out.)
The only problem with this specific technique, is that the nerves in that are aren't enough and unless he broke the elbow, that would only numb the arm for a minute or two.
