I've seen the full video of this (was actually looking for it again but stumbled on this clip) - the man was initially tied or chained to the fence in the background, had gas poured on him, then was lit on fire. It was some kind of punishment. I either the rope burned through which released him or he broke his hand/wrist trying to escape. No idea what he did, though.

An ambulance arrived about 4-5 minutes after he was set on fire. He was still on the ground, baaaareeely moving, but at the end of the video he lay there motionless, presumably dead.
